1939年天津水灾是发生8月至10月期间，这场灾害造成当时天津市区百分之八十的地区被洪水所淹，超过10万间房屋被冲毁，六十五万天津及其周边居民成为灾民。

通过这组日本人拍摄的明信片，我们就可以看到当时水灾非常大，城区都出现严重的积水，洪水淹没到胸口位置，目测积水起码在1米以上，当时的状况十分惨烈。同时本组明信片还对日军的一些基本救助行为行为进行了无耻的美化。
