In October 1945, the Jin Cha Ji military region formed the first field army with a column of Jicha and Jijin respectively. Nie Rongzhen was also the commander and political commissar, and Geng Biao, the deputy chief of staff of the military region, was also the chief of staff, with nine brigades under its jurisdiction

彼时的张家口乃是察哈尔省省会。察哈尔省，建于1912年，中国旧省级行政区，简称“察”，省会初驻直隶省张北县；民国十七年（1928年）设察哈尔省，省会张家口。

1945年8月23日，冀察军区部队解放察哈尔省省会张家口市，9月中旬，晋察冀分局和军区机关由涞源迁往张家口。1945年10月，晋察冀军区将冀察、冀晋各一个纵队编组成第1野战军，聂荣臻兼任司令员和政治委员，军区副参谋长耿飚兼任参谋长，下辖9个旅。
