罗伯特·赫德,英国人,1861年起任大清海关总税务司。他在职期间,设立了高效严密的管理制度,使海关成为高效廉洁的部门;关税成为清廷最可靠、稳定的财源。英国人做清朝的海关总税务司很讽刺,但是更讽刺的是英国人管理下的海关竟然是清朝最廉洁的部门,可见晚清时期自上而下都烂透了。
