罗伯特·赫德，英国人，1861年起任大清海关总税务司。他在职期间，设立了高效严密的管理制度，使海关成为高效廉洁的部门；关税成为清廷最可靠、稳定的财源。英国人做清朝的海关总税务司很讽刺，但是更讽刺的是英国人管理下的海关竟然是清朝最廉洁的部门，可见晚清时期自上而下都烂透了。
