唐朝始建为般若院，五代钱越改为罗汉院，宋太平兴国七年的982年王文罕、王文华兄弟在此修建双塔，分别称之：舍利塔、功德塔，后人便称为兄弟塔，两塔相距仅20米，为全国所罕见。
