ReginaldFollettCodringtonHedgeland, Chinese name: He Zhilan. He was born in Exeter, Devon, on December 18, 1874. He was educated at St. Paul’s School in London and Pembroke College in Oxford. After graduation in 1897, he joined the Chinese Customs in May 1898 and was sent to Qiongzhou (Hainan). Then he continued to work in Nanjing, Tianjin, Macao, Kowloon, Shantou and Nanning, and was promoted to a management position for six years. He Zhilan became Deputy Commissioner in 1917 and was appointed Commissioner in April 1921. After returning from vacation in 1923, He Zhilan took over the work of Aihui, Amur River, Manchuria, and then took charge of the work in Shantou and Guangzhou, and then transferred to work in Hankou until his retirement in April 1930.
