On April 17, 1895, Li Hongzhang signed the Treaty of Shimonoseki with Japan on behalf of the Qing government, ceding Liaodong Peninsula to Japan. On October 19, Japan reached an agreement with the three countries: Japan returned Liaodong to China, and the Qing government would pay 30 million liang of silver as compensation. On November 16, the Qing government redeemed Liaodong

In 1896, Russia made great contributions to the Liao Dynasty by forcing Japan to return, and signed a Sino Russian secret treaty with the Qing government.
