After World War I, the victorious countries held the Paris Peace Conference on January 18, 1919. As one of the victors of World War I, China sent a delegation to attend, including Foreign Minister Lu Zhengxiang, Minister to the United Kingdom Shi Zhaoji, Minister to the United States Gu Weijun, Minister to Belgium Wei Chen Group, and the representative of the southern government Wang Zhengting

1919年6月28日,巴黎和约在凡尔赛宫签字时,作为战胜国的中国却遭受的严重不公平对待,中国代表团以陆征祥为首,包括代表顾维钧、王正廷、施肇基、魏宸组等代表拒绝出席,并发出拒绝在巴黎和约上签字并辞去代表职务的电报给徐世昌,并通电各与会国家,说明拒绝签约的理由。
