I tried to translate the following from Google:

ReginaldFollettCodringtonHedgeland was born in Exeter, Devon, on December 18, 1874. He was educated at St. Paul’s School in London and Pembroke College in Oxford. After graduation in 1897, he joined the Imperial Customs in May 1898 and was sent to Qiongzhou (Hainan). Then he continued to serve in Nanjing, Tianjin, Rapa (Macao), Kowloon, Shantou and Nanning. Later, he was responsible for management for six years. Hedgeland became Deputy Commissioner in 1917 and was appointed Commissioner in April 1921. After returning from vacation in 1923, Hedgeland was accused of being Aigun on the Amur River in Manchuria. He then took charge of Shantou and Guangzhou, and retired when he served in Hankou in April 1930. His papers and photos are stored in the archives and special collections of the School of Oriental and African Studies, University of London. We are grateful to SOAS for allowing the album to be digitized and images to be provided here. 569 images from three albums (HPCrefs: He01, He02 and He03) and loose prints (HPCref: He-s). The following is a preview of 6 photos of this group:
