Lushun Military Port, located in Lushunkou District, Dalian, was built in the Qing Dynasty. In fact, as early as the Ming Dynasty, there was a navy camp in Lushun, which led to patrolling on the sea. From 1880 to 1890, the Qing government ordered Li Hongzhang, the minister of Beiyang, to prepare for the construction of the Beiyang Navy, operate the Lushun Port, expand the waterway in Lushun, dredge the harbor, fill the sea, build the fort and build the harbor pool, making Lushun Port a world-famous military fortress at that time and one of the five major military ports. To 1894, the Sino Japanese War of 1894, the Qing government only operated in Lushun for 16 years, and the following decades were occupied by Japan and Russia respectively

In 1904-1905, the Japanese Empire and the Russian Empire broke out the Russo Japanese War to fight for the Korean Peninsula and Northeast China.
